New Delhi: On Monday, the Cabinet approved the One Nation One Subscription (ONOS) initiative, granting students, faculty and researchers from higher education institutions and research and development centers under the central and state governments access to international scholarly research articles and journal publications.
The Ministry of Education announced that the One Nation One Subscription (ONOS) scheme will benefit approximately 1.8 crore students, faculty, researchers, and scientists across disciplines. The initiative includes access to nearly 13,000 e-journals from 30 major international publishers, covering over 6,300 government higher education institutions and central government R&D centers.
The government announced that access to journals under the One Nation One Subscription (ONOS) scheme will be facilitated through a national subscription managed digitally by the Information and Library Network (INFLIBNET), an autonomous center under the University Grants Commission (UGC) digitally. With a budget allocation of ₹6,000 crore for 2025-2027 by the government, the scheme will operate through a unified portal developed by the Department of Higher Education.
The Anusandhan National Research Foundation (ANRF) will periodically review subscription usage and the publication output of Indian authors from participating institutions. The Department of Higher Education and other ministries overseeing higher education and R&D institutions will launch Information, Education, and Communication (IEC) campaigns to promote awareness and access among students, faculty, and researchers. The Centre has also urged state governments to carry out similar outreach initiatives for broader publicity.
